Subanen Gukom (The Magistrate)
Adapting the ruling National Government; the Subanen Political Structure headed by Datu as the highest ruler, also in accordance to RA 8371. Gukom hierarchy in the Subanen People's Kingdom
Gukom are the magistrates of the Subanen People which is composed of Governorate rulers, Datu and Tim'uays. This is the branch of office of the Subanen Government that has the authority so settle, to mediate and to resolve conflicts.
Gokum is the justice authority and the league of elders that would review the laws drafted by the rulers of the villages, cities and governorates and make sure that the drafted laws are not against the Subanen culture, tradition and belief. When the drafted law are reviewed and approved by the Highest Gukom then it would be forwarded to the Highest Ruler, His Majesty Datu Gendao for approval and for official sealing.
Once the law is sealed by His Majesty, it would be returned back to the Gukom Office for the drafting of implementing guidelines then convened with all the rulers of the villages, cities and governorates for guidelines clarifications and implementation instruction.
The Gukom Leadership
The highest Gukom leadership for the Subanen People's Kingdom is headed by His Excellency Timuay Lucenio Manda. He is the Gukom Chairperson for the Gukom Western Mindanao Tribal Leaders Federation.His authority is recognized by he highest ruler His Majesty Datu Gendao and his chosen name would be published in the website as the Subanen Traditional ruler's name of the Governorate as soon as His Excellency Timuay Lucenio Manda would finally choose his Subanen Traditional Name as required by the Subanen Culture.
The ruler Timuay Lucenio Manda is recognized by the highest ruler his Majesty Datu Gendao based on his experience to rule and for fighting for the rights of the Subanen People that served as his proof and capacity to rule based on the traditional standards of qualification for a ruler. Subanen respects the freedom of belief and the Timuay or Datu ruler could be either a Traditional faith, a Muslim or a Christian follower as long as from the root of the Subanen people would be recognized by his Majesty Datu Gendao.
Honorarium & Salary of the Ruler
His Excellency Timuay Lucenio Manda adapted and accepted the Subanen People's Kingdom (SPK) government traditional practice of not receiving any monetary rewards for any of his services rendered. All and every services are Free of charge and purely voluntary. The heart of the service is "the passion to serve the people" without expecting any monetary rewards in return. His Excellency Timuay Lucenio Manda believe that this practice is effective to avoid any unnecessary competition of power to gain riches. This is also to make sure that only capable people to rule would lead and serve the people base on his capability and to help and protect his people. His Excellency Timuay Lucenio Manda conformed the policy that collecting of payments from his people as taxes or payment for his services is prohibited and is considered as a serious violation from the Subanen People's norm and a crime that could cause to expulsion and forever ban to rule the people.
